Let&#039;s say that together, we came across an iceberg of which we could only see the tip.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-c904734 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"c904734\" data-element_type=\"section\" data-e-type=\"section\" data-settings=\"{&quot;jet_parallax_layout_list&quot;:[]}\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-0f5c821\" data-id=\"0f5c821\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-205994f elementor-widget elementor-widget-heading\" data-id=\"205994f\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">The obvious: the coastline is public\n<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-14a51fd elementor-widget elementor-widget-text-editor\" data-id=\"14a51fd\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">We first confirmed what citizens rightly believed: <a href=\"https:\/\/fondationrivieres.org\/en\/lettre-ministere-de-lenvironnement-confirme-caractere-public-littoral-plage-de-batiscan\/\">the coastline where the event was held belongs to the Ministry of the Environment (MELCCFP)<\/a>. It was not sold to anyone and is therefore indeed public. There is quite a bit of land on the shore that was once public and is now private. They were public, because they were in the river, but were filled with sand (backfilled) from 1954 for the opening of the seaway 5 years later. So before, the lot boundaries went up to the old high water mark, but no longer since the embankment.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-0028446 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"0028446\" data-element_type=\"section\" data-e-type=\"section\" data-settings=\"{&quot;jet_parallax_layout_list&quot;:[]}\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-b242e0e\" data-id=\"b242e0e\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-e7ac945 elementor-widget elementor-widget-heading\" data-id=\"e7ac945\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">The Ministry of the Environment favored the privatization of Batiscan beach\n<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-fbe2973 elementor-widget elementor-widget-text-editor\" data-id=\"fbe2973\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Now, backfilled parts, which are what we call flood zones here, are private because the MELCCFP sold them. Indeed, the ministry is authorized to sell part of the State&#039;s water domain which has been the subject of backfilling under certain conditions. For what? Their answer: to confer clear title to the occupants. Here, it rather had the opposite effect by adding to the confusion. What is really difficult to explain is that the ministry refused the municipality&#039;s request in 2017 to acquire the remaining flood-prone areas to turn them into a park. He instead chose to sell them to individuals. <\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-3159817 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"3159817\" data-element_type=\"section\" data-e-type=\"section\" data-settings=\"{&quot;jet_parallax_layout_list&quot;:[]}\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-a528ab9\" data-id=\"a528ab9\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-cd3ca7a elementor-widget elementor-widget-heading\" data-id=\"cd3ca7a\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">The Batiscan flood zone, or the wild west of development \n<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-6cbc55f elementor-widget elementor-widget-text-editor\" data-id=\"6cbc55f\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Not only has our department completely missed an opportunity to preserve what remains of access to water between Montreal and Quebec, but it delegates the powers to apply the restrictions provided for in the new <a href=\"https:\/\/www.quebec.ca\/gouvernement\/politiques-orientations\/plan-de-protection-du-territoire-face-aux-inondations\/gestion-rives-littoral-zones-inondables\/regime-transitoire\" target=\"_blank\" rel=\"noopener\">Transitional regime for managing flood zones<\/a>, from the banks and the coastline to the municipality. What Batiscan does not do.<\/p><p>Result: new owners are carrying out major construction and development in flood-prone areas \u2013 riprap, land raising and turfing. In the event of flooding, this type of development has the effect of directing excess water onto neighboring lands, flooding them significantly.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-6b6c50b elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"6b6c50b\" data-element_type=\"section\"
