the Economy, Innovation and Energy as part of the <a href=\"https:\/\/consultation.quebec.ca\/processes\/energies-propres\" target=\"_blank\" rel=\"noopener\">public consultation on the supervision and development of clean energies in Quebec<\/a>.\u00a0<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-19ae03b elementor-widget elementor-widget-heading\" data-id=\"19ae03b\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Energy issues: a responsible strategy to be developed collectively to preserve rivers\n<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-70c0367 elementor-widget elementor-widget-text-editor\" data-id=\"70c0367\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">Faced with the increase in Quebec&#039;s energy demand and the transition to carbon neutrality, we consider it necessary to develop an energy policy that makes it possible to meet the future needs of Quebec society while maintaining the integrity of waterways, a inestimable wealth of our natural heritage.\u00a0<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-8d193bc elementor-widget elementor-widget-heading\" data-id=\"8d193bc\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">Balance between supply and demand<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-b802b1c elementor-widget elementor-widget-text-editor\" data-id=\"b802b1c\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">To achieve this, we recommend completely abandoning fossil fuels without turning exclusively to the electrification of transport, but rather towards energy sobriety and focusing on the potential for energy efficiency as well as the wind-hydraulic twinning.<\/span><\/p><p><span style=\"font-weight: 400;\">We believe that a moratorium on the construction of large hydroelectric dams should be put in place considering that the new energy policy must necessarily be based on a rigorous analysis of alternatives, the increasing costs of producing hydroelectricity, jobs and real economic benefits. different sources of energy, <a href=\"https:\/\/fondationrivieres.org\/en\/our-actions\/impact-environnemental-barrages-hydroelectriques\/\">environmental impacts<\/a> and social aspects of hydroelectric works.\u00a0<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-9fba5d2 elementor-cta--layout-image-right elementor-widget__width-initial elementor-cta--skin-classic elementor-animated-content elementor-bg-transform elementor-bg-transform-zoom-in elementor-widget elementor-widget-call-to-action\" hydroelectricity in energy guidelines, among other things by:<\/span><\/p><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">taking into account externalities linked to hydroelectric production, as well as to any other energy option, when evaluating the economic profitability of projects;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">consideration of the economic and social benefits of ecotourism when studying the hydroelectric sector and other energy sectors;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">carrying out independent studies on the social impacts arising from large hydroelectric projects on indigenous communities;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">consideration of the cumulative environmental impacts of hydroelectric projects.<\/span><\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-617feec elementor-widget elementor-widget-heading\" data-id=\"617feec\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h4 class=\"elementor-heading-title elementor-size-default\">Pricing<\/h4>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4ac4382 elementor-widget elementor-widget-text-editor\" data-id=\"4ac4382\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">From a social justice perspective, we recommend that any provision which could penalize low or modest income households be excluded.\u00a0<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-3e6b070 elementor-widget elementor-widget-heading\" data-id=\"3e6b070\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h5 class=\"elementor-heading-title elementor-size-default\">Energy governance and the energy transition<\/h5>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-411ce22 elementor-widget elementor-widget-text-editor\" data-id=\"411ce22\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>On governance, we recommend giving primacy to the environment and social equity, developing programs and incentives that are fair and accessible to the entire population, including the revision of the Building Code, combining the regulation and fiscal tools to promote actions congruent with the energy transition, to submit energy production to the R\u00e9gie de l&#039;\u00e9nergie and guarantee its role as an independent regulator, to maintain the\u00a0<i>leadership\u00a0<\/i>of the Quebec state and to deploy an energy transition plan with objectives targeting all sectors of activity and short, medium and long term targets subject to an annual evaluation.<\/p><p>Finally, it seems obvious to us that we would have every interest in drawing inspiration from the experience and know-how of Europe, especially France, to develop the future energy policy.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section
