Montreal, April 27, 2023<\/b> \u2013 Trente deux groupes environnementaux, sociaux, citoyens et syndicaux d\u00e9noncent l\u2019\u00e9cart entre l\u2019engagement du premier ministre \u00e0 tenir un \u00ab vrai d\u00e9bat de soci\u00e9t\u00e9 \u00bb sur l\u2019\u00e9nergie et the format of the consultation announced<\/a> par le cabinet du ministre de l\u2019\u00c9conomie, de l\u2019Innovation et de l\u2019\u00c9nergie, M. Pierre Fitzgibbon, le 26 avril 2023.<\/span><\/p>\n

Quebec's energy future<\/h3>\n

\u00ab Le simulacre de consultation propos\u00e9 par le ministre Fitzgibbon porte essentiellement sur la production d\u2019\u00e9nergie et non sur l\u2019avenir \u00e9nerg\u00e9tique du Qu\u00e9bec dans son ensemble. Il n\u2019est pas con\u00e7u pour nourrir un dialogue social sur les enjeux vitaux que la transition \u00e9nerg\u00e9tique soul\u00e8ve, notamment la consommation d\u2019\u00e9nergie et les impacts \u00e9cologiques des projets. Ni l\u2019ind\u00e9pendance, ni la transparence ne sont au rendez-vous. Le gouvernement prend manifestement \u00e0 la l\u00e9g\u00e8re l\u2019importance des choix de soci\u00e9t\u00e9 que nous avons \u00e0 faire \u00bb, \u00e9valuent les groupes.<\/span><\/p>\n

Public consultation<\/h3>\n

The groups note that the government has ignored the voices that have been raised from all sides in recent months to request a \u201cgeneric\u201d type public consultation led by the Office of Public Hearings on the Environment (BAPE)<\/a> ou une autre forme de consultation large et ind\u00e9pendante sur l\u2019avenir \u00e9nerg\u00e9tique du Qu\u00e9bec. \u00ab\u00a0Cet enjeu est d\u2019envergure nationale, car les projets qui en d\u00e9couleront auront des impacts potentiellement irr\u00e9versibles dans toutes les r\u00e9gions. The groups deplore that, far from respecting its commitment to hold a social debate, the Legault government is offering the population of Quebec a restricted and opaque reflection exercise.<\/strong><\/p>\n

Il n\u2019offre \u00e0 la soci\u00e9t\u00e9 civile qu\u2019une plate-forme en ligne comme espace d\u2019expression et d\u2019\u00e9changes, et ce, en p\u00e9riode estivale, soit du 1<\/span>er<\/span> June to 1<\/span>er<\/span> ao\u00fbt 2023. Pour le reste, la d\u00e9marche n\u2019inclut qu\u2019une seule journ\u00e9e d\u2019ateliers de r\u00e9flexion, en mai 2023, r\u00e9serv\u00e9e aux sp\u00e9cialistes du secteur de l\u2019\u00e9nergie, ainsi que des consultations aupr\u00e8s de repr\u00e9sentant\u00b7es de communaut\u00e9s autochtones. Quant au projet de loi qui sera d\u00e9pos\u00e9 \u00e0 l\u2019automne, il fera l\u2019objet de consultations particuli\u00e8res, ce qui signifie qu\u2019elles ne seront pas ouvertes \u00e0 tous et toutes.<\/span><\/p>\n

According to studies by Hydro-Qu\u00e9bec and the firm Dunsky \u00c9nergie + Climat on which the government bases its projections, Quebec should produce an additional 100 to 137 TWh of electricity, by 2050, to electrify most of our vehicles. , our buildings and our industries, in addition to the new projects in the pipeline for Minister Fitzgibbon. This means that we would have to build half a Hydro-Qu\u00e9bec in the coming years, as Fran\u00e7ois Legault likes to repeat, or even increase the capacity by 65 % if we want to accommodate new projects.<\/span><\/p>\n

\u201cAt what ecological, human and economic costs? Will the population accept a boom in hydroelectric, wind, mining and other developments? <\/span><\/p>\n

Are there better options? Is it really a law that Quebec needs at this time and is it not premature to think about modifying the Hydro-Qu\u00e9bec Act and the R\u00e9gie de l'\u00e9nergie Act, when we haven't even tried to come up with a common vision that would guide all future laws?
