{"id":43041,"date":"2022-08-18T08:57:38","date_gmt":"2022-08-18T12:57:38","guid":{"rendered":"https:\/\/fondationrivieres.org\/?p=43041"},"modified":"2023-01-16T11:52:10","modified_gmt":"2023-01-16T16:52:10","slug":"boom-minier-mont-tremblant-sud-du-quebec-moratoire","status":"publish","type":"post","link":"https:\/\/fondationrivieres.org\/en\/boom-minier-mont-tremblant-sud-du-quebec-moratoire\/","title":{"rendered":"Unprecedented mining boom around Mont Tremblant and in southern Quebec: Call for moratorium"},"content":{"rendered":"<p class=\"has-text-align-right wp-block-paragraph\"><strong>PRESS RELEASE<\/strong><br>FOR IMMEDIATE RELEASE<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Montreal, August 18, 2022<\/strong> - In <a href=\"https:\/\/drive.google.com\/file\/d\/1vY4u5uqEpyd5I8kBNZAt8JJVPizeg9xM\/view?usp=sharing\" target=\"_blank\" rel=\"noreferrer noopener\">new map<\/a> released today, a coalition of environmental organizations reveals a <em>boom<\/em> of mining claims varying from 49.1 % to 408 % in four tourist regions of southern Quebec. Faced with this <em>boom <\/em>unprecedented, the coalition is urging Quebec to establish a moratorium, as long as the rules dictated by the Mining Act have not been modified.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This <em>boom <\/em>of mining claims is consistent with an increase in global demand for so-called \u201cfuture\u201d minerals and the launch of<a href=\"https:\/\/cdn-contenu.quebec.ca\/cdn-contenu\/adm\/min\/energie-ressources-naturelles\/publications-adm\/plan-strategique\/PL_valorisation_mineraux_critiques_strategiques.pdf?1618857094\" target=\"_blank\" rel=\"noreferrer noopener\"> <em>Quebec plan for the valorization of critical and strategic minerals<\/em><\/a>, in fall 2020. Among the highlights noted by the organizations, we note:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>An increase 4.9 times faster than in the rest of Quebec \u2013<\/strong> It is in Lanaudi\u00e8re that we have observed the largest increase in mining titles since January 2021 (408 %), followed by Outaouais (211%), Laurentides (71.2 %) and Mauricie (49.1 % ). This is an average increase of 129%, or 4.9 times higher than the increase observed throughout Quebec during the same period.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Around parks and in large wildlife reserves<\/strong> \u2013 Today there are more than 15,413 mining titles in Outaouais (4,359), Laurentides (3,160), Lanaudi\u00e8re (3,827) and Mauricie (4,067). Hundreds of claims are attached to large national and regional parks (Mont Tremblant, Lac Taureau, etc.), while others are found directly within major wildlife reserves (Papineau-Labelle, La V\u00e9rendrye, etc.).<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>An increase 4 times greater than that of protected territories \u2013<\/strong> Across Quebec, the increase in the area covered by mining titles since January 2021 (8.7 to 11.3 million hectares or +29.9 %) is 4 times greater than the increase in territories protected from mining activity (45.8 to 49.2 million hectares or +7.4 %) established during the same period.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>As big as Belgium, Denmark and Switzerland combined<\/strong> <strong>&#8211;<\/strong> Quebec is vast and although the surface area of its territory today covered by mining titles seems small (6.8% of the territory or 11.3 million hectares), this is in fact equivalent to 20.4 million football fields or the total area of Belgium, Denmark and Switzerland combined.&nbsp;<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Populations not informed, not consulted<\/strong> <strong>&#8211;<\/strong> Nothing in the Mining Act currently requires mining companies to inform or consult citizens, municipalities and Indigenous communities. <strong><em>Before<\/em><\/strong> to acquire new mining claims in their territories. With a simple click online, anyone can acquire a claim with less than 40 $. Once acquired, the claim confers an \u201cexclusive right\u201d to its holder who can then renew it indefinitely at little cost, thereby preventing the creation of protected areas or integrated land development.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Faced with this wave of mining claims sweeping across southern Quebec in a chaotic manner, without planning and without consulting local populations, organizations are urging Quebec to establish a moratorium. In a letter sent to the government, they ask in particular to review the Mining Act and the rules for applying \u201cterritories incompatible with mining activity\u201d (TIAM) in order to better protect tourist areas and valued natural environments.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This call echoes some 25 municipalities currently <a href=\"https:\/\/ici.radio-canada.ca\/nouvelle\/1902498\/mine-graphite-outaouais-papineau-municipalites-affiches\" target=\"_blank\" rel=\"noreferrer noopener\">mobilized<\/a> in southern Quebec, as well as in another <a href=\"https:\/\/ici.radio-canada.ca\/nouvelle\/1886127\/lettre-ministere-energie-protection-eskers-abitibi-temiscamingue\" target=\"_blank\" rel=\"noreferrer noopener\">asked<\/a> made earlier this year regarding the need to protect drinking water eskers in Abitibi-T\u00e9miscamingue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Recall that a recent <a href=\"https:\/\/leger360.com\/fr\/sondages\/lindustrie-miniere-au-quebec-3-aout\/\" target=\"_blank\" rel=\"noreferrer noopener\">Light survey<\/a> underlines that 3 out of 4 people in Quebec (78 %) say they are in favor of \u201crequiring the consent of local populations (e.g.: municipalities, Indigenous Nations) before authorizing any mining activity on their territory\u201d. A similar proportion (75 %) asks \u201cto prohibit all mining projects in tourist or resort areas\u201d. Forty percent of the Abitibi territory is today \u201cfrozen\u201d due to mining claims, preventing any other use of the territory.
