Municipalities have been operating wastewater treatment systems, many of them for over 30 years. These facilities (treatment plants, pumping stations, flow regulators and other pipes) sporadically discharge untreated wastewater during rainfall or even dry weather, via overflow structures in the sewer system.

Wastewater treatment plants may also malfunction or perform inadequately. These discharges pollute and cause impacts that may be severe depending on the nature of the contaminants. It is increasingly important that monitoring be carried out by the community given the changes in government controls in recent years.
