Municipalities have been operating wastewater treatment systems, for several of them, for more than thirty years. These structures (treatment plants, pumping stations, flow regulators and other pipes) sporadically discharge untreated wastewater during rain or even in dry weather, via overflow structures of the sewer networks.
Wastewater treatment plants may also malfunction or perform inadequately. These discharges pollute and cause impacts that may be severe depending on the nature of the contaminants. It is increasingly important that monitoring be carried out by the community given the changes in government controls in recent years.
